Sandra asks the question because she feels it would be weird for the judiciary to drag another party to court.
The guest on the show says that both arm of government must to beg the state executive. Why? The state executive control the fund being given by the executive and they have the right to make use of the funds the way in which they want. For example, it is clear that the governor has total authority on public funds. Although there have been cases when parties take the federal government to court and even win the case.
But one question for the public remains: Should financial autonomy for all arms of government be adhered to?
